Taitung Dawn Artist Village & Toko Studio are an art organizations located in Taitung, one of the west coast regions in Taiwan where co-exists simplistic beauty as well as rich local culture. They have been occasionally teaming up in the past. Taitung Dawn Artist Village is a non-profit art organization that has promoted the local arts domestically and internationally by organizing artist-in-residence program, exhibition, workshop, and many art festivals since 2012. Through annually organizing Taiwan East Coast Land Arts Festival and Moonlight Sea Concerts, etc., Taitung Dawn Artist Village served for organization among local art festivals while they developed and maintained programs devoted to locals. Rahic TALIF of Toko Studio was born into Amis Makota’ay Tribe in Hualien region. 

❑ art work and program introduction

In this year's Sea Art Festival, Taitung Dawn Artist Village & Toko Studio aims to present the great nature of the sea and to raise awareness on the issues of marine pollution through the artworks and the citizen participatory program. Rahic Talif’s work is deeply rooted in the culture and identity of Amis Makota’ay Tribe who live in the east coast of Taiwan and whose life style is Taitung’s tradition and ways of living. He belongs to the generation who has experienced that the tribe’s traditions are rapidly disappearing. His work is a series of attempts to rebuild the culture of Amis Makota’ay Tribe. In lieu of this, the artist drew his attention to the line that is found from the tribe’s traditional form of vessels and presents performances and abstract ‘line’ sculptures using stranded woods on beaches in which his life and memories are embedded. Starting from 2008 till 2013, he presented an installation series entitled, Action Project for Typhoon that uses flip-flops collected from beaches. Flip-flops are the ones that you can easily find on a beach and piled up wastes that typhoons leave behind on the beach were also the ones that changed his tribe’s way of life. The artist saw the ways of how marine wastes are transformed into arts can solve the problem also and started to use the marine wastes more actively seen in The Space of Fifty Steps (2013-2017), The Shadow of Island (2018), The Marine Museum of Art (2018).

If There Is an Island on the Beach (2019) to be shown in this year’s Sea Art Festival is also made with marine wastes he collected from the beach at home. Installed on Dadaepo Beach, this ‘small island’ tells us stories of Taitung and its culture. Taitung Dawn Artists Village organizes in this ‘island’ a ten-day workshop that allows them to share the life of Taitung while exchanging with the Festival audience. For Amis Makota’ay Tribe whose livelihood is dependent on the ocean, it has been the tradition to soothe the ocean by holding Ocean Ceremony every year. And Taitung Dawn Artist Village has been always the organizer of this ritual. Busan edition of this ritual will be conducted as opening ceremony also by Taitung Dawn Artist Village in the format of workshop learning to sing a sea song. This is followed by program in which participants make accessories and small living appliances with recycled plastic bag, rags, used pet bottles to let them experience the process in which objects that they once considered as waste turn into useful items, and hopelessness into a hope.
